Capacity Development Task Team


The Task Team works under the assumption that Capacity Development is the process of strengthening the abilities or capacities of individuals, organizations and societies to make effective and efficient use of resources, in order to achieve their own goals on a sustainable basis.  In the education sector, this means developing skills, organizations and institutions at all levels right down to the classroom.  Insufficient capacity has several causes, among them the lack of the right knowledge, skill mix and experience at all levels and structural weaknesses in organizational and institutional arrangements.

 

The overall aim of this Task Team is to ensure that the implementation of EFA plans is not hampered by insufficient or uncoordinated support for CD in FTI countries.  In the spirit of the Paris Declaration, the Task Team attempts to provide a framework for systematic, coordinated support to country-driven CD agendas.

 

The guiding principles of this Task Team include:

·       The CD Task Team (TT) should add value to what is already “business as usual” at country level.

·        The CD TT should shift the focus of the discussion around CD from supply-driven to demand-driven issues.

·        The CD TT values the importance of considering CD in a broader perspective, including in the context of general public sector/civil service reform, good governance and corruption, and change management.

·         The CD TT considers knowledge management to be a key aspect of adding value to additional work on CD.

 

Planned activities/inputs include:

(i)                 An initial snapshot survey of the role of “capacity” (in terms of assessment and support to CD) in the FTI context

(ii)                Capacity appraisal guidelines for use at country-level (at all levels)

(iii)               Information sharing via the FTI internet site

(iv)               Stocktaking study on South-South cooperation

(v)                 Analysis of existing CD strategies

(vi)               Linking with the FTI Education Program Development Fund, the Catalytic Fund, and the Fragile States Task Team to ensure more rigorous attention to support for CD in the FTI context
