Finance Working Group


The Finance working group has undertaken studies in four areas.  This is work in progress. Follow up is being planned and the draft reports available below should not be cited.
  1. Accounting for budget support:  the methodology developed by Mick Foster (DfID) in the report "Accounting for Donor Contributions to Education for All " has benn tested in three pilot countries (Nicaragua, Niger and Uganda)

  2. How do financing modalities (particularly budget support) affect education outcomes.

  3.  Review of the various methodologies applied to estimate the global financing gap for MDG #2 (universal primary education)

  4.  Alternative education delivery mechanisms

    The draft report "Meeting EFA: lessons for complementary approaches" has been written by Joe DeStefano.  Three case studies are also available for Mali, Honduras, and Ghana.
