 FTI  Framework

The FTI Framework is the document that defines the Fast Track Initiative and explains its goals, guiding principles and governance structure. It also gives details about participation in FTI, the review process, as well as how FTI is to be implemented. The Framework contains the Indicative Framework Benchmarking tool, which is a set of indicators that countries may use, along with their own targets, to monitor their progress toward the goal of UPC.

Appraisal Guidelines

The FTI has created a practical tool - the Guidelines for appraisal of the primary education component of an education sector plan – to help local education donors assess a country’s education plan. The assessment should help identify funding gaps and other obstacles toward reaching the goal of universal primary education. The guidelines should be adapted to the local context,  but key issues such as the impact of AIDS and gender should be considered.
