Political Mapping Tools in Education Reform
This
section of the politics of education reform web site presents a series of political
mapping tools. Policymakers and education managers can use these tools in order to
better understand the political environment in which education reform unfolds as well as a
way to generate greater political support for the reform. The common purpose of
these different tools is to depict the relations of actors to other actors in the context
of both substantive and process issues. When properly used, these tools become very
useful to assess who will support and oppose the reform proposal and what can be done to
increase policy makers'' room for maneuver.
Assessing Clients' Commitment to
Sectoral Reforms: A Reform Readiness Analysis by Haggarty, Luke and Yasuhiko Matsuda.
World Bank, Washington. 1999
About this Guideline:
The guideline has
been designed as a rapid, user-friendly tool that can help individual country directors,
economists and task managers to assess the likelihood of client commitment to any given
project. The guideline has been broken into two parts; the first is a very quick two page
questionnaire which helps to highlight what, if any, areas of client commitment need
further detailed assessment. If this rapid assessment suggests that there are areas of low
commitment (or simply not enough information) then the second, more detailed analysis is
suggested.
