Institutional Assessment

Assessing educational institutions and notably Ministries of Education is often the first operational step for countries concerned with implementing large-scale education reforms.  Indeed, a successful education reform often stems from a country's institutional capacity to design sound reform policies and carry out clear implementation plans.  Many education reforms often overlook this critical aspect and fix over ambitious objectives which have very little bearing with their own reality.  The result is too often incomplete reforms; wastage of limited resources both financial and human; frustrations among the main actors responsible to implement the reforms; more confusion built into the education system; and greater dissatisfaction from the end users, namely students and parents. 

Recognizing the importance of institutional strengthening for education reform, Eliezer Orbach, Senior Education Specialist at the Africa Region of the World Bank, in collaboration with the Quality Promotion thematic group of the World Bank Education Network (HDNED) has developed a tool for Assessing Organizational Capacity.  This tool has been used successfully in several occasions at the request of both Ministries of Education and education task managers preparing education projects with client counterparts.  Using this tool in a participatory way provides excellent insights on areas of institutional strength and weakness enabling the design of an institutional development component to be included as part of a larger education reform and/or project.
