Overview
While decentralization has become one of the most popular strategies for
educational reform, it is also considered to be one of the most contested. School-based
management (SBM), touted by some as the most radical form of decentralization, has also
gained prominence on the reform stage. This Resource Kit builds on the work of previous
research and practice by gathering resources on Decentralization and SBM in one place. In
the resource kit, you will find power point presentations, tools, recommended readings,
and case studies of interesting practice and consultant roster.
Questions & Answers
What is decentralization? What are the different models of
decentralization? What is the rationale behind decentralization? What is School-based
management? What impact does it have to education? We have prepared two distinct Question
& Answer (Q&A) documents to address these questions. The School-based management Q&A
was prepared by Karen Edge and Vic Paqueo and Jill Lammert have contributed
their Q & A on decentralization.
Summaries of each of the original five Directions
in Development Decentralization Series. These summaries are intended to be used with
the Decentralization Q&A
Slide Library
We have created a library of power point presentations on
decentralization and SBM including presentations made by Bank staff and internationally
renowned academics including: Marlaine Lockheed, Elizabeth King and Dennis
Rondinelli.
Tool Library
We are also in the process of bringing several of the Banks
decentralization tools together in one place. In addition, we have created two new tools
that provide users with a template upon which to map their country/clients education
system. The Decentralized Decision-Making Tool,
building on the OECD decision-making matrix, provides a framework for highlighting which
decisions are being made a which level of the system. The SBM tool allows users to map the roles,
responsibilities and scope of current or desired SBM initiatives.
Case Studies
We have prepared mini-case studies that examine decentralization and SBM
efforts in six countries. Cases in this series include: Chicago Public Schools,
El Salvador (EDUCO), India (DPEP),
New
Zealand (Tomorrows Schools), Nicaragua
(Autonomous Schools), and Spain. In addition,
we have included Grace Langs overview of school-based
budgeting.
Recommended readings
Our collection of recommended
readings includes general references on decentralization and SBM. We have also
collected excellent literature and research on each of the six countries profiled in our
case studies. To assist you in gaining access to these resources, we have created links to
internal documents already on the Intranet. While we have attempted to abstract all
externally published documents, we have included a link with all the information you will
need to order all documents from the World Bank Library.
