Considering
HIV/AIDS in Development Assistance: A
Toolkit
This toolkit has been prepared to assist
staff of the Commission of the European
Communities, particularly those in DGVIII
(both those in the Headquarters and
Delegations), and Consultants, in
considering the implications of the HIV
epidemic in the provision of development
assistance. It should be noted that this
toolkit is intended for use like any
toolkit: only the appropriate tools need be
used at the appropriate time. Not all the
documents will be applicable to all
situations or all staff.

These guidelines on preparing and
implementing multi-sector HIV-AIDS programs
are based on many lessons learned in Africa
over the last three years and are designed
as a generic operations manual (GOM) from
which countries and implementing agencies
can learn and adapt for their own use. There
has been widespread consultation with
relevant stakeholders in preparation of this
manual and the responses have been taken
into consideration in the final drafting.
The GOM is meant as a “living document”
to be updated continually on the basis of
experience on the ground and to be used by
anyone involved in HIV/AIDS programs who
finds them useful

Procurement of Medicines and Related
Supplies (June 2004)
Battling HIV/AIDS sets out principles and
provides advice on the procurement of
HIV/AIDS medicines and related supplies for
programs scaling up antiretroviral therapy
(ART) and associated health services. This
technical guide examines the elements
required to establish and ensure continuity
of supplies, including medicines and other
commodities. It provides extensive guidance
on key topics: Quality Assurance, Selection
& Quantification methods, Intellectual
Property Rights, Procurement Strategies,
Pricing & Financing, the Supply Cycle
and Policy Issues.

Local
Government Responses to HIV/AIDS: A
Handbook (September 2003)
As more people are infected with
HIV/AIDS, cities/towns will see
decreases in labor productivity,
increased demand for services, lower
capacity of users to pay for services,
increased household vulnerability and
increased numbers of absolute poor (e.g.
orphans, PLWHA). The impact of HIV/AIDS
on the functioning of local government
and the potential contributions that
local governments can make to address
HIV/AIDS are areas of research/action
that have been largely underdeveloped.
Local Government Responses to HIV/AIDS:
A Handbook is a recent publication
produced by the World Bank Urban and
Global HIV/AIDS programs in
collaboration with a number of partners
(AMICAALL, UNDP, UN-HABITAT, Urban
Management Programme and Cities
Alliance). The Handbook suggests a
process and accompanying tools that can
support local governments in
strengthening and/or developing
sustainable responses to HIV/AIDS. The
Handbook guides local government
authorities through steps of
prioritizing HIV/AIDS, assessing local
impact of HIV/AIDS, and developing an
HIV/AIDS Response Strategy (including
workplace policy, mainstreaming and
coordinating local responses). It offers
suggestions for mobilizing resources,
implementing the strategy through
partnerships (including civil society
organizations, private sector and
government agencies), and establishing
systems of monitoring and evaluation.

and Evaluation Operations Manual (August
2002)
This manual attempts to: introduce key
concepts; present simple, clear procedures,
with a checklist of the process, timing and
costs of building participatory programme
M&E for NACs; offer key tools that
implementing partners need for M&E; and
provide examples of terms of reference and
other M&E management and administration
materials. This manual emphasizes: the
development of the overall M&E system,
in relation to the National Strategic Plan;
and programme M&E or the monitoring of
services provided through NACs and their
implementing partners.

Preparing and Implementing MAP Support to
HIV/AIDS Country Programs in Africa Volume I
(June 2002)
These
guidelines on preparing and implementing
HIV/AIDS programs in Africa, the Generic
Operations Manual,GOM, are meant to bring
together good practices on program
preparation and implementation to enhance
existing programs and demonstrate that more
funding should be made available. The GOM
was drafted in Nairobi, Kenya in April 2002.
The GOM
is presently organized around a number of
chapters, some of which, especially on
implementation agencies, are meant to be
self-contained, and thus there is
considerable repetition, especially with
regard to fiduciary aspects, so that they
can be used as stand-alone pieces for
discussion with stakeholder groups. The GOM
is meant as a "living document",
to be updated continually on the basis of
experience on the ground and to be used by
anyone involving in HIV/AIDS programs who
finds them useful.
