| Public consultations,
which were held in over 20 industrial and developing countries
in 2001, gave opportunity for worldwide input on revisions
to the World Bank policy on disclosure of information.
Emerging from these consultations came a
translation framework, which can make information
available in different languages; and a program that
strengthens
public
information centers (PICs) and services to
more ably provide proactive and coordinated outreach and
knowledge dissemination.
The new translation framework provides a more systematic
and consistent approach to translation , while employing
more consistent quality standards. Its implementation
will support more efficient and cost-effective management
of translation by decentralizing its provision through
the wider use of local vendors/providers (especially
in World Bank client countries), while simultaneously
strengthening a core function that supports and facilitates
the process, shares knowledge and resources worldwide,
and ensures quality across World Bank Group units, country
offices, and local vendors. The translation framework
comes with a three-year implementation plan.
Stronger PICs promote a broader public understanding
of the World Bank's role in member countries, better-informed
participation in program and project design, and increased
local ownership of programs and projects. The sum of
these adds up to greater effectiveness of World Bank
assistance and better results for the borrower. Toward
this end, country office PIC staff will serve as in-house
experts on disclosure, foster the production of documents
in local languages, advise staff on translation matters,
develop outreach programs to raise awareness of World
Bank operational activities (in collaboration with External
Affairs counterparts), and facilitate dissemination
partnerships within and outside the World Bank.
Both programs will report implementation progress in
June 2004.
