Pilot Activities in Information Disclosure

The feedback received during the disclosure consultations underscored the importance of greater outreach. Increasing the number and type of documents that are made publicly available needs to be complemented by efforts to better deliver the content to target audiences, especially those affected by Bank operations.

To explore how this would be done most effectively, the World Bank's Board of Executive Directors endorsed a voluntary pilot program, to be carried out with interested member countries. The pilots will test ways for the World Bank and governments to provide additional information on CASs and lending operations under preparation and implementation, as a basis for improved development effectiveness.


Specifically, the pilots will:


  • design and test cost-effective ways to provide relevant, timely, and comprehensive operational information in the context of the preparation and implementation of Country Assistance Strategies, Poverty Reduction Strategy Papers, or World Bank-financed projects;

  • design and test ways to protect the integrity and impartiality of the World Bank's deliberative processes, protect confidential or proprietary material, and avoid disclosure that would be detrimental to the interest of the World Bank or a member country, while providing the additional information;

  • identify reputational and other risks associated with these activities, and test approaches to manage them;

  • assess the cost to and impact on the borrower and the World Bank of providing this additional information and processing the feedback; and

  • assess borrowers' capacity-building needs.

Operations Policy and Country Services (OPCS) and the OPCS Council support and monitor the pilot program.

Incremental funding has been made available to participants in FY 02-03 for this exercise.

During the launch phase of the pilot activities in information disclosure, 21 countries showed interest for participation in the program, from which 13 proposals are being implemented and 2 are under preparation.
