The employment reduction spreadsheet software for Macedonia was developed during a July 1999 Public Expenditure and Institutional Review (PEIR) mission to assist the Government of Macedonia in prioritizing and setting realistic targets for net wage bill savings to be achieved as part of its effort to address its precarious short-term fiscal situation. It is also intended to assist individual Budget Users (BU's) in sensibly targeting any employment reductions they will need to undertake as part of this effort. The attached pay and employment model [XLS 307K], provided by Gary J. Reid (greid@worldbank.org, xx30895), explains each of the modules within the software, and offers advice on how to use that software to best advantage. A few significant management and policy implications that can be drawn from applying this software to the education sector have been highlighted.
