A middle-income
country with a population of 3.4 million and GNP per capita of
870 US$, Albania joined the Bank and the International Development
Association (IDA) in October 1991. Through determined adjustment
efforts and substantial donor support, Albania managed to halt
the economic collapse of the early transition years and to initiate
a strong recovery that lasted until 1996. The country saw severe
civil disorder in 1997 and again in 1998. Outbreak of the Kosovo
crisis resulted in a tide of refugees into Albania - equivalent
of nearly 15% of the population.
