Although
the "democratic revolution" in the
Eastern European and Central Asia region
provided countries there with the historic
opportunity to build lasting democratic
societies, it resulted in a sudden retrenchment
of the state and produced a deep economic
recession and a drastic reduction in safety nets
during the 1990s. The substantial increase in
poverty brought about the disturbing regional
phenomenon of children living in the streets.
The solution lies in reducing poverty and
improving the quality of human capital.
