11:00-1:00 An Integrated Approach to Local Development (Plenary)

AIM: To outline a framework for Local Development (LD), based on a background paper, focusing on interaction between different actors and approaches at the local level towards the common agenda of empowerment, improved service delivery, and local governance, and ultimately, poverty reduction. Presentations will explore (i) current approaches for intervening at the local level (through sectoral ministries, local government, and direct support to communities); (ii) unexploited synergies and unresolved tensions that exist between them; and (iii) an integrated perspective that builds upon the respective strengths of the different approaches.

AIM: To illustrate how local development could be advanced in different country contexts using different entry points. Four country experiences will be presented.

AIM: To present how donors are fostering a more integrated approach to local development.

AIM: To give participants a chance to reflect and exchange ideas about possible next steps in pursuing a more integrated approach to local development in the context of their respective work programs based on knowledge/insights gained during the Conference. Participants will be grouped according to different groups of stakeholders and come to some agreement around the following question together: What can we do to move towards a more integrated local development approach?
